Short of ordering “Dainty Doll” from the UK, this is the best place I’ve found for ordering powder foundation in the US.  They’re a small company, so you need to order samples to try on shades before you order full-sized products, but the samples are cheap (and ship free).  I just about cried tears of joy when I realized that their very palest shades were actually too pale...
